In 2015, a report issued by a watchdog group called Public Citizen found a lack of public oversight of the Vancouver Coastal Health project. The federal agency overseeing the water project, the B.C. Coastal Health Authority, said it doesn't know how many shelters it will need in the next 20 to 25 years.
But B.C.'s largest shelter, the Vancouver Island Women's Shelter, has the capacity for 1,000 residents.
'We didn't find shelter
"One of the problems that we have, that's why it's been a problem, is we don't have the capacity and I've heard from other shelters that they're worried about the lack of shelters and they are feeling they're not going to get in line," said Karen Gormley, who was born into a shelter and grew up inside one. "I've been there for a long time and I'm still feeling really safe inside."
That's why she asked not to go inside.
"I just don't feel safe," she told CBC News.
'I'm afraid people are going to jump over the fence, jump into my car or get in my car, and beat me up'
Dianna Davis is one of the shelter's many guests. She and her son were walking in from Prince Rupert in search of a house when she says someone pushed her away and hit her with a tree branch.
Dianna Davis: "They were saying, 'You're a bad person.' "
Dianna, now 22, still can't remember what that person told her at the time.
She did, however, see a sign that read: "Warning: No animals. Be alert."
Davis tried to drive away but saw an older man running across the road. The men chased after Davis.
Dianna eventually got to safety, but her son, who had followed her and his friend over, ran over Davis. That's when Davis remembers the man kicking her again.
"He's walking around and then he starts walking off towards my mom, and he starts punching me in the head, punching me in the head, punching me in the head," she said. "I just had to do what I had to do and scream because I was so scared."

JERSEY CITY—The city's chief magistrate turned the corner Tuesday to his former boss, as a report found he was in debt to labor unions, claiming he had asked them to do as he wanted.
The New Jersey Supreme Court yesterday ordered the deputy magistrate's chief administrative officer to repay union funds totaling nearly $200,000. The justices' ruling was based on testimony provided by a labor union official who said Deputy Mayor Robert J. Sullivan said he could no longer afford to pay off union contracts, according to an order issued by Chief Administrative Officer Eric L. Dreyer.
Dreyer told the court that Sullivan's lawyers had assured him that he could pay the union dues in full within five years.
However, Sullivan has declined to pay the union dues while he works as chief administrative officer, according to the court order, and has turned to his former boss to pay the costs of his legal defense.

"Due to the fact that the deputy mayor did not meet his financial obligations, the City has taken the necessary steps to repay the union funds that Mr. Sullivan has been promised to repay," the order said.

The New Jersey Supreme Court last year ordered that the city pay union contracts worth $6.7 million as a result of a legal battle that involved Sullivan and several officers of a patrol unit, according to court records.
Under the terms of that ruling, the city's lawyers had stipulated that they could not "disclose (the union finances) in connection with the investigation and prosecution of this matter." Instead, the terms stipulated only that Sullivan could turn over a document that includes the union dues and pay for any necessary attorney's fees.
In response to those terms, Dreyer said the union contracts were to be given to a public defender's office. He said the union is planning to sue to prevent that from happening.
Sullivan has no attorney, according to Dreyer's order, and the city declined to give him one, citing a legal concern.
